Most programs only work for certain consoles, and even then only some games can have sprites ripped from them. In most cases you'll probably have to rip using an emulator and taking screenshots.

Hmm, I dunno much about ripping sprites from Commodore 64 games. However, after some Googling I managed to find out that you can rip sprites by doing this: Download, and emulator for Commodore 64 games, and install it. Get a ROM of the game somewhere.

Play the game up to the point where the sprites that you want to rip are. Save a save state. Now download.

Open up the save state file with this program. You should be able to rip sprites from there. Unfortunately I haven't done this myself so I can't really give you any more detailed instructions than that.
